Symposium on ‘Emerging Oppor- tunities for Indian Textiles and Crafts’ held in New Delhi Keeping in view the rapid developments in global trade on account of coronavirus, Ministry of Textiles along with EPCH organized a symposium on ‘Emerging Opportuni- ties for Indian Textiles and Crafts’ at The Imperial Hotel, New Delhi, on 19th February 2020. Economists believe that the disruption caused by the coronavirus in China could pave the way for more foreign investments in emerging economies like India, Bangladesh and Vietnam as the world looks to reduce dependency on China. While on the one side the ill-fated development exposes India to supply chain disruptions and price vola- tility, on the other side it has offered India with an opening to revive the ‘Make in India’ programme. At the forum, Dr. KV Srinivasan, Chairman of The Cotton Textiles Export Promotion Council (Texprocil), made a presentation on the trade opportunities available for the Indian cotton textiles sector pointing out to some of the immediate advantages in view of disruptions in the sup- ply chain due to problems in shipment from China. Texprocil, while analyzing HS line- wise data provided by the Ministry of Commerce, has identified that India is ready to increase export in some of the products, such as Bed sheet sets, Comforters, Utility Bedding, Shopping Bags, Coloured Denim, Value-added Knitted fabrics. The presentation also highlighted India’s capabilities and made a realistic assessment of the readiness of Indian exporters to tap emerging opportunities in the present scenario. As late filing of Bills of Entry attracts late fee in terms of Bill of Entry (Forms) Amendment Regulations, 2017 vide Notification No. 27/2017-Cus.(NT) dated 31.03.2017, therefore, keeping in view the exigency because of out- break of Corona Virus in China and in order to facilitate clearance of the consignments, it is decided in the pub- lic interest that the Bills of Entry filed late for clearance of import consignments from China will not attract any late fee charges based on a letter submitted by the importer/ Custom Broker that the delay in filing the Bill of Entry was on account of non-receipt of documents from China. 4. Action to be taken in terms of decisions taken in this Public Notice should be considered as standing order for the purpose of officers and staff. 5.
